This is Chiyonbo チョンボ the “peanut monster” from the Japanese TV program Kurekuretakora クレクレタコラ that was televised from 1973 to 1974. You can find more information about the show and Chiyonbo at this Wikipedia site (use a translator, as needed): http://ja.wikipedia.org/wiki/クレクレタコラ.
